Programme Delivery Manager – Public Sector

We are supporting a major consultancy delivering work on a large-scale government transformation programme. They are looking for an experienced Programme Delivery Manager to lead delivery across a complex workstream and act as the key interface between technical teams and senior client stakeholders.

This role sits at the heart of programme delivery, working with a team of around 20 developers while managing expectations and outcomes with the end client. The successful candidate will be confident operating in high-pressure environments, capable of pushing back constructively when needed, and able to guide stakeholders towards the right delivery outcomes.

The Role

You will take ownership of delivery across a key workstream within a major government programme, ensuring technical teams are aligned, delivery remains on track, and stakeholder expectations are managed effectively.

Key Responsibilities

• Lead delivery across a team of approximately 20 developers within a wider government programme

• Act as the primary interface between the consultancy and senior client stakeholders

• Drive delivery planning, prioritisation and execution across multiple workstreams

• Provide clear direction to engineering teams while ensuring delivery remains aligned with programme goals

• Manage challenging stakeholder relationships and push back constructively where required

• Provide recommendations and guidance to the client on delivery strategy and programme direction

• Ensure delivery risks, dependencies and blockers are identified and managed effectively

Essential

• Strong experience as a Delivery Manager, Programme Manager, or Programme Delivery Manager within large technology programmes

• Experience working within government or public sector environments

• Proven ability to manage large engineering teams and complex delivery environments

• Strong stakeholder management skills, including the ability to challenge and push back constructively

• Experience operating in high-pressure programmes with multiple stakeholders

Desirable

• Experience working within large consultancies or multi-supplier environments

• Familiarity with government transformation programmes

• Experience managing delivery within large scale digital or technology programmes
